The U.S. view on Balkan's War Criminals  “There is no possibility of a normal relationship between the United States and either Bosnia and Herzegovina or Serbia and Montenegro while the major war criminals – Ratko Mladic and Radovan Karadzic – are still at large", says Undersecretary of State for Political Affairs Nicholas R. Burns.
