Cracks in the Foundation: NATO's New Troubles Kober, Stanley The Cato Institute, Jan 15, 2008. The North Atlantic Treaty Organization is beginning to fracture. Its members, sharing the triumphalism that underpinned U.S. foreign policy after the Cold War, took on burdens that have proved more difficult than expected. Increasingly, they are failing to meet the challenges confronting them. The principal problem is Afghanistan.

NATO in Afghanistan: A Test Case for Future Missions December 6, 2006 Backgrounder

The future of the North Atlantic Treaty Organization (NATO) has become inextricably linked to the future of Afghanistan. NATO, an alliance created in the early days of the Cold War to defend the West against Soviet aggression, is actively engaged in assisting Afghanistan's young democratic government against the resurgent Taliban.

Perils and Promises of a Global NATO, Tony Corn, Policy Review, August 2007, Web Special, online article. There are still too many talking heads today whining about the fact that Americans are still too much from Mars, Europeans too much from Venus. You still have a metaphysical problem with that? Get over it. As Javier Solana reminded us in his inimitable way, Mars himself was from Mars, Venus was from Venus, and that sure did not prevent those two from getting down to business: “I seem to recall that it was only in the arms of Venus that Mars found peace. And was their beautiful daughter not the goddess Harmonia?” READ MORE

Enhancing NATO’s cooperation with international organizations. David S. Yost.  NATO Review, autumn 2007, online article Governments and international organizations have interests other than maximizing the effective use of resources and achieving optimal effects through cooperation. Practical “bottom-up” mission-driven cooperation between representatives of international organizations in the field has often proven more productive than “high politics” interactions among governments. While a continued pattern of improvisation — ad hoc accommodations and compromises — appears likely, the construction of a more coherent architecture of international security organizations and NGOs is still a goal well worth pursuing. A NATO for the 21ST Century: Toward a New Strategic Concept Jamie Shea, The fletcher forum of world affairs, Summer 2007 NATO will mark its sixtieth anniversary in 2009. Naturally, NATO insiders want this to be a dignified occasion, as befits an alliance that has contributed so much to international as well as European security over the past six decades. But celebrations are meaningless without a continuing sense of purpose. READ MORE

NATO and the European Union: Cooperation and security Professor Adrian Pop, NATO Review, Summer 2007, online Article. Today’s security challenges include a plethora of complex and evolving dangers. Facing these threats effectively will require wide-ranging partnership and strong synergy between NATO and the European Union (EU). READ MORE

NATO's International Security Role in the Terrorist Era, Renée De Nevers. International Security, autumn 2007 What role does NATO play in combating terror? NATO's missions have expanded dramatically since the end of the Cold War, and most of the United States' closest allies are members of the alliance. Nevertheless, NATO plays, at best, a supportive role in U.S. efforts to combat terrorism. The alliance contributes to preventive and defensive missions to address the threat of terrorism, and its consequence management plans aim to respond to terrorist attacks and to mitigate their effects. NATO and Russia: Sobering thoughts and practical suggestions. Dmitri Trenin. NATO Review, Summer 2007, online article. For nearly a decade after the emergence of the Russian Federation, NATO-related issues were a key focus of Moscow’s foreign policy. The Alliance was both a symbol of the Cold War and the premier Western club. Russia vacillated between half-hearted attempts to join the Alliance on special terms, and futile efforts to prevent the country’s neighbors from seeking membership as a security guarantee against Russia itself. NATO and the Balkans: The case for greater integration. Dr Amadeo Watkins and Srdjan Gligorijevic. NATO Review, Summer 2007, online article. NATO’s post-Cold war evolution has been strongly influenced by events in the Balkans. And although at each consecutive NATO summit meeting, the Alliance expands its areas of strategic interest and engagement, the Balkans remains a region of special concern to the Organization.
