Country Reports on Terrorism U.S. law requires the Secretary of State to provide Congress, by April 30 of each year, a full and complete report on terrorism with regard to those countries and groups meeting criteria set forth in the legislation. This annual report is entitled Country Reports on Terrorism. Beginning with the report for 2004, it replaced the previously published Patterns of Global Terrorism. bullet President Bush Discusses Global War on Terror at National Defense University, Washington, D.C. President Bush said, "The greatest threat facing our nation in the 21st century is the danger of terrorist networks or terrorist states armed with weapons of mass destruction. We're taking decisive action at home and abroad to defend our people from this danger. With bold investments today, we can ensure that the men and women in this hall have the tools you need to confront the threats of tomorrow. We will ensure that you have the tools necessary to do the solemn duty of protecting the American people from harm."

bullet President Bush rejected the notion that the 2003 U.S. and coalition military action in Iraq has worsened the threat from terrorism. He also warned that a premature withdrawal from Iraq would embolden extremists. Speaking September 30 in his weekly radio address to the American public, Bush made his comments in reference to portions of the classified National Intelligence Estimate (NIE) that recently were leaked to the press and, in the president’s words, have “created a heated debate … and a lot of misimpressions about the document's conclusions.”

bullet President's Speech on the Global War on Terror We're engaged in a global struggle -- and the entire civilized world has a stake in its outcome. America is a nation of law. And as I work with Congress to strengthen and clarify our laws here at home, I will continue to work with members of the international community who have been our partners in this struggle. I've spoken with leaders of foreign governments, and worked with them to address their concerns about Guantanamo and our detention policies. I'll continue to work with the international community to construct a common foundation to defend our nations and protect our freedoms.  

bullet War on Terrorism Requires the Advance of Freedom, Bush Says The promotion of democracy is necessary to defeat terrorism and protect the United States, President Bush said in a March 8 speech at the National Defense University in Washington. Calling it “a time when the defense of freedom requires the advance of freedom,” the president said part of the U.S. security strategy is “to help change the conditions that give rise to extremism and terror, especially in the broader Middle East.”  

bullet Rice Emphasizes Contest of Ideas in War on Terror Saying that victory in the war against terrorism will require an ideological battle, National Security Advisor Condoleezza Rice addressed U.S. government efforts to combat Islamic extremism in the broader Middle East during an August 19 speech. She noted that the 9/11 commission called for a strategy as "political as much as it is military" to wage "a struggle of ideas" to defeat Islamic terrorism.
